Attachments on Incoming Mails should be stripped and replaced with links

If the Incoming Mail has any non-text attachments these should be stripped out of the mail. The stripped out attachments should be archived on the server somewhere and a link generated for external access to the attachment. This link should then be injected into the Incoming Mail to replace the removed attachment.
For the initial release we should probably do the simplest thing which is archive the files to the server filesystem and make them web-accessible (behind a .htaccess for privacy). We should put some thought into the URL structure so that the links we send out are valid.
